Duties and Responsibilities

The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UNEP Latin America and the Caribbean Office (LACO) located in Panama City, Panama works closely with the 33 countries of the region. Its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

Throughout UNEP's work, the Paris Agreement on Climate Change marks a turning point to an emerging climate regime that brings all the states and actors together to a new global platform to address the growing risks to our planet.

The global climate crisis continues to worsen, posing a significant threat to the territories and populations of Andean countries, including Peru. The recent COP 27 held in Egypt confirmed that global temperatures are rising, and efforts to reduce greenhouse gas emissions have fallen short.

Like many other nations, Peru is experiencing the detrimental effects of climate change. The rapid and ongoing deforestation of the Amazon rainforest, driven by the soybean and meat industries, exacerbates the situation. Forest and bushfires are becoming more frequent, and floods are spreading across the region, causing severe consequences.

These adverse impacts of climate change disproportionately affect vulnerable populations, particularly indigenous communities in the Andean region. This situation is further compounded by the current economic crisis and the conflict in Ukraine, which have contributed to a global energy crisis. The increased reliance on fossil fuels delays the transition to cleaner energy sources. Furthermore, the global food crisis has led to rising food prices, shortages, and disruptions in the supply chain, increasing the risk of famine.

Peru is classified by the Food and Agriculture Organization (FAO) as a country at risk of famine and the most vulnerable in the Americas. More than half of its population faces food insecurity due to lower agricultural productivity caused by the scarcity and high cost of fertilizers. Additionally, extreme weather events like droughts, cold temperatures, and forest fires further compound the country's food supply challenges.

In this context, the services of a consultant are required to strengthen participatory processes and capacity building in Peru's climate change initiatives. The consultant will provide workshop design, facilitation, monitoring, evaluation, and coordination expertise.

To address these urgent issues, the United Nations Environment Programme (UNEP) and the government of Peru have jointly designed a project under the Partnership Action Fund (PAF), funded by the NDC Partnership (Nationally Determined Contributions Partnership). This fund aims to enhance and implement Peru's NDCs by providing technical expertise and capacity-building support. The PAF will complement the existing efforts of the NDC Partnership and its implementing and development partners, promoting greater climate action. The project will also prioritize cross-cutting topics such as inclusive participation, indigenous knowledge and involvement, and public education on NDCs to ensure transparency and legitimacy.

To fulfill this critical role, UNEP LACO is recruiting a Specialist in participatory processes and capacity building in Peru. The selected individual will work towards strengthening Peru's NDCs and transparency goals. They will be supervised by UNEP's Programme Manager, Officer of Energy Efficiency of the Climate Change Unit for the Latin America and the Caribbean Office. The position will be based in Lima, Peru, at the Ministry of Environment, and the consultant is expected to work full-time, 40 hours per week, from Monday to Friday.
